UNFCCC COP20/ CMP10 was held from Dec. 1st to Dec. 12th in Lima, Peru to reconvene the negotiation. This negotiation was to firstly confirm elements for after 2020 Climate Agreement, secondly to determine upfront information for INDC in the new agreement. Besides this, developing countries, especially small island countries and least developed countries also wish to give impetus to ADP about before 2020 carbon emission reduction agreement. Whether COP 20 in Lima could achieve an agreement on the negotiation draft, is a key to a successful new climate deal in COP 21 in Paris in 2015.

INDC has been the focus of UNFCCC climate negotiation. Greenovation Hub (G:HUB) welcomes the announcement of Zhang Gaoli, Chinese Vice Premier of the State Council, that China will submit post-2020 climate action plan as soon as possible. GHUB expects China to add coal consumption peak and peak year in the INDC as a short-term emission reduction goal. Meanwhile, GHUB expects China’s INDC should include ambitious long-term goal and set a fair, transparent, and robust review mechanism.
