INDC has been the focus of UNFCCC climate negotiation. Greenovation Hub (G:HUB) welcomes the announcement of Zhang Gaoli, Chinese Vice Premier of the State Council, that China will submit post-2020 climate action plan as soon as possible. GHUB expects China to add coal consumption peak and peak year in the INDC as a short-term emission reduction goal. Meanwhile, GHUB expects China's INDC should include ambitious long-term goal and set a fair, transparent, and robust review mechanism.
The climate science is unequivocal, and China needs to change the development mode that has been mainly powered by burning coal. Recently, China's NDRC has approved a National Plan to Address Climate Change (2014-2020), in order to achieve the goal of reducing CO2 intensity by 40-45% from 2005 level by 2020. G:HUB welcomes China's positive move to achieve the goal. As China's coal use growth this year slows down for the first time, by taking stronger control on coal use and adopting effective fiscal and financial instruments, G:HUB expects China could peak coal use before 2020 to clear up the sky.
Xie Zhenhua said China would submit its INDC in the Q1 of next year. G:HUB senses that the Chinese position is evolving gradually. But, given the lessons from Copenhagen, probably the key number won't be revealed until the last minute. G:HUB is optimism on the Paris meeting. Though we do not expect great numbers from that meeting, we expect to see robust review mechanism being built up to whip the countries to enhance their ambition and actions.
