会议背景 BACKGROUND
和中国的“生态红线”政策异曲同工，国际上也有一条“红线”，即对于世界自然遗产的投资“禁入”承诺。这两条“红线”都从地理空间上划定了生态保护的优先区域，并规定这些区域的开发建设活动将受到严格的限制和审批。因此，金融机构和其他相关的私营和公共部门在涉及世界遗产及其周边相关的投资时需要谨慎评估。
中国作为第44届世界遗产大会和联合国《生物多样性公约》第15次缔约方大会的主办国，也都在《福州宣言》和《昆明宣言》中强调了金融机构参与生物多样性保护的责任与贡献。值此全球共识之际，本次活动邀请来自国内外在“禁入”政策中积极承诺并践行的各类金融机构、相关行业的国内外企业及国际机构等利益相关方，共同探讨经验和实践，为中国金融机构和企业提供借鉴，并针对正在构建中的以国家公园为主体的自然保护地体系制度建言献策。
Similar to China’s ecological redline, the ‘no-go’ commitment is a global commitment to better protect World Heritage sites. Both redlines are geographically defined priority areas for the benefit of conservation where harmful industrial development and economic activities are restricted and excluded. Financial institutions and related public and private sectors therefore need to take into serious consideration the impact projects can have on the Outstanding Universal Value of World Heritage sites.
China, with its Presidency of the 44th Session of the World Heritage Committee and 15th Conference on the Parties of the Convention on Biological Diversity, addressed the responsibilities of financial institutions to biodiversity conservation in the Fuzhou Declaration and Kunming Declaration respectively. With this momentum, this event is gathering representatives from key financial institutions, corporate companies, international organisations, to jointly share and discuss experiences with and among Chinese entities as well as provide information and suggestions to China’s System of National Parks and Protected Land.
