       航空业对全球温室气体排放的贡献巨大且在逐年增加。全球范围内,国际航空排放量相当于全球碳排放最低的129个国家的碳排放量总和。然而,航空业未被纳入到各国提交到UNFCCC的自主贡献方案中,国际航空燃油仍在继续享有税收豁免,全球对于航空碳排放的监管及减排措施仍有极大可提升的空间。
 
       目前,尽管航空业的碳排放占中国累计碳排放量的贡献不到1%,但是航空业排放的占比确是在2010年到2013年期间迅速增加。研究预测,到2025年中国将赶超美国,成为全球最大的民航市场。因此,中国对全球航空业减排,以及全球气候政策制定和实施的影响举足轻重。今年九月底,国际民航组织(ICAO)召开第39届全体大会并计划通过基于市场措施(GMBM)的国际航空温室气体减排全球协议,并于2020年起实施。中国是ICAO谈判进程的重要一员,对于协议的成功达成至关重要。今年三月份《中美元首气候变化联合声明》中,中美两国领导人承诺双方携手并与其他国家一道在今年ICAO年会上达成卓有成效的结果。此外,中国也计划将国内航空业纳入2017年全国碳排放交易体系。

    Aviation is a large and growing contributor to climate change. Globally, international aviation emissions are equal to the combined emissions of the lowest emitting 129 states. Despite this impact, they are largely unregulated: they are omitted from national pledges submitted to the UNFCCC, and their fuel remains exempt from taxation. Domestic aviation emissions are also growing at an alarming rate. 
 
    Aviation currently makes only a small contribution to China’s climate impact: less than 1%. However this figure is rapidly growing – having increased 23% between 2010 and 2013. Some predict that by 2025 China will have the world’s largest domestic aviation market.
While the current impact of China’s aviation sector may be small, China has a huge ability to influence global aviation and climate policy. Later this year, the UN’s International Civil Aviation Organisation (ICAO) is due to adopt a global climate deal to stabilise emissions from international aviation at 2020 levels. China is a major player in ICAO: in the China-US joint presidential statement on climate change, the presidents committed to working bilaterally and with other countries to achieve successful outcomes this year at ICAO, and its support will be essential. China has also announced plans to put domestic aviation emissions in its national Emissions Trading Scheme due to launched next year. This follows the EU’s inclusion of aviation in its ETS since 2012. 
 
    In the workshop co-organised by Greenovation Hub, Transport & Environment and China Carbon Forum, we will invite speakers to share their insights on the ICAO process and international aviation emissions, the expansion of China’s aviation sector and the taming of its environmental impact in the national carbon emission trading market, to explore the challenges and opportunities for China to better contribute to the global efforts in tackling aviation emissions to achieve a sustainable and climate-smart growth.

Transport & Environment (T&E)

 is a federation of 50 organisations across Europe, mostly environmental groups and campaigners working for sustainable transport policies at international, national and regional level. Its mission is to promote a transport policy based on the principles of sustainable development. Transport policy should minimise harmful impacts on the environment and health, maximise efficiency of resources, including energy and land, and guarantee safety and sufficient access for all.

 

China Carbon Forum (CCF)

is an independent, not-for-profit platform established in 2007 to foster relationships, build understanding and share information among China’s stakeholders to promote a low-carbon and climate-resilient society. CCF is steered by a board of senior government, private and non-profit sector representatives with a network of over 1,500 individuals representing more than 700 organisations.
