      我们如何转变现有的以生态系统的消耗为代价的经济增长模式,实现自然和经济协同增长?

      我们生活在一个经济增长促进国家和社会繁荣发展的时代,然而,这种基于化石能源的增长模式对环境造成的影响是毁灭性的,对资源的攫取也已经临近自然极限。世界各地频发的气候灾害,空气污染,土壤流失和日益严峻的水资源危机都在发出警示:如果我们不想危及后代的生存,就必须马上采取行动。正因如此,我们需要一个根本性的改变——一个新的与自然协同而非对抗的增长模式。如何能实现这一目标?“绿色经济”的概念给我们提供了一个新的模式。要实现不依赖温室气体排放以及过度开发有限的自然资源的经济增长,需要科技和创新的解决方案。 

      但这是否足够以及是否真的可能实现呢?

      围绕这一问题有很多的讨论。有人提倡 “重大的产业转型”, 同时也有人质疑如果提高效率意味着更多的消费,那这是否还能解决问题?批评者则认为给自然提供的服务定价只会让它变成新的商品而不利于保护它。要实现根本上的变革,我们还需要有新的指标来衡量社会发展并且改变我们的消费和生活模式。

      拉尔夫·福克斯和杨富强博士将从不同的角度探讨这些问题:欧洲和中国对于这个议题最新的讨论是什么?这些讨论的重合点和分歧体现在哪些方面?能有效推动变革的驱动力和参与者是谁?面临的挑战又有哪些?

      拉尔夫·福克斯是海因里希·伯尔基金会的联合主席之一,也是《绿色增长,智慧增长》一书的作者。他曾在多家新闻报纸和期刊发表文章并且参与撰写了多本书籍。

      杨富强博士是美国自然资源保护委员会能源、环境与气候变化高级顾问,在气候和能源领域有三十多年的研究和工作经验。

      白韫雯是创绿中心共同创办人,负责创绿中心的运营和发展。曾在国际环保机构与基金会任职多年,在绿色金融、环境管理、气候能源政策方面有深入研究。

How can we change the patterns of economic growth away from growing at the expense of ecosystems to a new paradigm based on growth with nature?

      We are living in an age of economic growth which has helped countries and societies to develop and to become more prosperous. Yet, the old model of growth based on fossil energies has proved to be environmentally destructive and is reaching its natural limits. Climate change, air pollution, massive losses of fertile soil and increasing water crisis in large parts of the world indicate an urgent need for action if we don’t want to jeopardize the livelihoods of future generations.

      This is why a fundamental change is needed: A new paradigm based on growth with nature and not against it.

      How can this be achieved? The concept of “Green Economy” offers a new model. Technical and innovative solutions are needed in order to decouple economic growth from an increase in greenhouse gas emissions and the exploitation of limited natural resources.

      But will this really be possible and would it be enough?

      This is a question of numerous debates. Some call for a “great industrial transformation”, others doubt that more efficiency can really be a solution if it results in even more consumption. Critics argue that putting prices on the services nature provides would only make it a new commodity and will not help protecting it. What we also need are new indicators for measuring prosperity and a shift in our consumption and lifestyle patterns.

      Ralf Fuecks and Yang Fuqiang will discuss these questions from various angles. What are the most recent debates in Europe and China? Where do they overlap and where do they differ? Who are the respective actors and drivers of an effective change? What are the challenges ahead?

Ralf Fuecks is Co-President of Heinrich-Böll-Stiftung and author of the book “Green Growth, Smart Growth”. He is a regular contributor to numerous newspapers and political periodicals and co-author to numerous books.

Yang Fuqiang is a senior adviser on climate change, energy and environment at the Natural Resources and Defense Council (NRDC). He has been involved in energy and environmental issues for more than three decades.  

Bai Yunwen is co-founder and the director of Greenovation Hub. She has over ten years’ working experience with international environmental organizations. Her expertise focuses on green finance, international financial flows, climate and energy governance.
